Steve Tarte
Principal
Mr. Tarte has 22 years of experience providing services in the consulting engineering field. He has developed and managed projects with municipal, state and federal agencies and private corporations. Mr. Tarte has managed projects in over fifteen states.
Jeffrey Earhart, PE
Principal
Mr. Earhart has 22 years of experience specializing in water resources engineering, including stormwater master planning, stormwater retrofit projects, stormwater utilities, stormwater permitting, potable water, and wastewater. He is an expert in water quantity and water quality modeling.
Sheila Tarte
Principal
Ms. Tarte incorporated CPWG in 2004 and along with Mr. Earhart and began providing engineering services to government clients throughout the State of Florida. As the President of CPWG, Ms. Tarte is responsible for the day to day business operations of the company including hiring decisions, facilitating banking relationships, facilitating legal relationships, reviewing and executing all legal agreements and contracts, preparing and reporting all financial records, obtaining and maintaining all insurance, business licenses and professional licenses and functioning as the Human Resources Director.
Mike Stalzer, PE
Principal
Mr. Stalzer has 29 years of experience providing consulting engineering services for small and medium municipalities, covering all aspects of plan development and design. His projects include site design, water and wastewater treatment design, stormwater management including detention basin design, erosion and sediment control design, pump station and pipeline design for sanitary sewer, water storage and distribution design, deep wells, hydrologic modeling and grading for a variety of residential, commercial and light industrial projects.
Jeffrey Schwartz, PE, PSM
Principal
Mr. Schwartz brings over eighteen years of surveying, mapping and engineering experience to the team. The majority of his previous experience has been focused on project management, client relations, production and design. He takes pride in completing a project on schedule and under budget while meeting the client’s project requirements.
James Golden
Principal of PMG
Mr. James Golden is highly experienced professional in the pavement management and IT industries. He is the founder and CEO of the Pavement Management Group (PMG), which was initially founded under the name JG3 Consulting in 2011. Prior to that Mr. Golden had a 14-year career managing and directing pavement management projects for a local engineering firm.
Andrés E. (Andy) Núñez, Jr., PE
Project Manager
Mr. Núñez brings with him more than 41 years of direct professional managerial, planning, and engineering related experience in both the public and private transportation engineering design and planning sectors. Mr. Núñez has served as a Gubernatorial Appointee to the Tampa Bay Regional Planning Council representing Pinellas County since 2006, served as the Council’s Chair in 2015-2015 and currently serves on the Tampa Bay Transportation Management Area Leadership Group.
Todd Chandler, PE
Project Manager
Mr. Núñez brings with him more than 41 years of direct professional managerial, planning, and engineering related experience in both the public and private transportation engineering design and planning sectors. Yaima Ballester, PE
Project Engineer
Ms. Yaima Ballester, P.E.has more than 10 years of civil engineering experience, including extensive international experience. She is a skilled project manager, working on numerous projects in Havana, Cuba and Quebec, Canada. In previous positions she has been responsible for engineering design of roadways, retaining walls, site grading, stormwater drainage, sanitary sewer and water distribution systems and necessary permitting for residential, commercial, and industrial land planning and development projects.
David E. Greene, EI
Project Manager
David E. Greene, E.I. has over 20 years’ experience in the Building, Construction, and Engineering field. Although his primary specialty is as an electrical engineer, he has extensive design, project management and utilities management experience working with the Coastal Communities of Florida.
Aiswarya Venmanassery Satheesan
Electrical Engineer
Ms. Aiswarya Venmanassery Satheesan (Ash) is an Electrical Engineer on the CPWG Overhead to Underground Utility Conversion Team. Ash recently completed a Master Degree in Electrical Engineering from the University of South Florida. At the University she was selected as a member of the Tau Beta Pi engineering honor society due to her 4.0 GPA.
Matti Rukholm, FRLA
Landscape Architect
Mr. Matti Rukholm is a Florida Registered Landscape Architect (FRLA) and International Society of Arboriculture (ISA) Certified Arborist with over 15 years of experience working in both the private and public sectors. Matti comes to CPWG from Canada where he was the Supervisor of Parks Design and Development for the City of Brantford, Ontario. He has spent several years working in the Tampa area and is very familiar with local plants and regulations.

Landscape Architect
Ms. Bates has over 14 years of experience providing landscape architectural services. Ms. Bates has designed and managed a range of projects including parks and recreation, community planning, site planning, healthcare facilities, urban design and streetscapes.

General Contractor
Greg is a construction professional with nearly 30 years of general contracting and project management experience. His skills in overall management accountability and technical expertise in all aspects and phases of construction to ensure profitability and on- time project delivery.

Good projects start with good planning.
The CPWG team has the resources, interdisciplinary background, and most importantly – the vision – to take a project from its earliest thoughts and concepts all the way through to implementation. Our team of planners, engineers, and scientists are engaged in the planning process from the earliest phases through project implementation. Planning is often the “tip of the spear”, is typically a very public process, and is where the public is first exposed to project proposals. Our teams contain experts in developing project proposals and guiding them through public, stakeholder, and regulatory processes to help them move from concept to construction.
Our planning team has experience in taking projects from the regional planning phase and through the corridor planning phase. The CPWG Utilities Team sets the standard for undergrounding overhead utilities projects along coastal communities.
