CPWG Engineering assisted the City of St. Pete Beach to design underground utilities, LED lighting, and landscaping along Gulf Boulevard. The main tasks included: coordination with property owners to obtain easements or find alternate locations for transformers and switch boxes. coordination with utility companies to facilitate the conversion to underground utilities, coordination with public regarding lighting enhancement and other amenities, and construction administration services for the project.

TheGulf Boulevard Utility Undergrounding design included the following:

Gulf Boulevard from 35th Avenue to 75th Avenue (approximately 12,700 linear feet)

Gulf boulevard at North Bridge (investigate undergrounding 4-5 poles)

Light Pole and Fixture Upgrades

Undergrounding Design Coordination, Plans Creation, and Permitting. The CPWG Utilities team divided their main tasks into two categories; design and coordination.  The initial task was to design detailed construction plans that incorporated CAD drawings showing equipment location within local easements and new LED lighting on new concrete poles along Gulf Boulevard.  When the initial task was finished, the focus shifted to performing the coordination required to complete the project. The team coordinated with City representatives to work with property owners to obtain easements and keep the public informed. The houses and businesses along Gulf Boulevard have meters that are fed from the above ground wires.  Each of these service connections was converted to underground wires to the building structure and the meter was converted to a below ground meter feed.

Coordination with Utility Companies. CPWG’s Utilities team assisted the St. Pete Beach planning staff by discussing construction and bidding options with the companies involved. They worked with the utility companies to develop a location plan for the desired conduits, transformers and switchgear. This resulted in obtaining a binding cost estimate for the undergrounding of their respective utilities. They also worked with the utility companies to develop a location plan for the desired easements.  Coordination activities with Duke were performed to facilitate installment of new lighting fixtures along Gulf Boulevard.  The options of renting the poles and fixtures from Duke and the City purchasing and maintaining the new light poles was reviewed. Alternate lighting options from private sources, with cost and estimated maintenance costs were provided.

Coordination to Obtain Easements. Public awareness is crucial to any project that will disrupt people’s lives during the construction phase.  The team made presentations explaining the projects to the City’ Planning Board, Historic Preservation Board, the Pass A Grille Area Adhoc Group, and other groups. CPWG conducted Face-to-Face meetings with directly affected property owners to discuss the conversion, where the lines will be buried and when the conversion may occur as directed by city planners. The discussions with the public contributed to the success of the utility undergrounding project.
