CPWG was employed by the City of Clearwater to develop a comprehensive pedestrian circulation plan that addressed safety and system continuity issues in the County Courthouse area. The project involved pedestrian circulation, access, and signalization improvements around nearly 8 blocks of downtown Clearwater in the area of the County Courthouse and County Government Complex. This part of Clearwater includes several of the Pinellas County’s largest employers (Pinellas County, and Morton Plan Hospital). In addition, SR 60, which bisects the area, provides exclusive access to Clearwater Beach and the other barrier islands, and is very heavily traveled. PSTA also operates active bus routes serving employment and judicial clients. Finally, several large visitor and employee parking garages and surface parking lots serving these building are also scattered throughout the area.
CPWG Transportation Planners have performed numerous corridor studies, PD&E studies, and feasibility plans for local and state roadways. Their initial assessment focused on safety for pedestrians, bicyclists, motorists and transit users. The study determined that the sidewalks in the area were discontinuous and circuitous, resulting in pedestrians leaving the sidewalks to use unmarked crossings, roadway shoulders, and informal pathways to access the various government offices.
The first step was to develop a comprehensive pedestrian circulation plan that addressed safety and system continuity issues. Once the overall plan was developed, we completed design plans to upgrade pedestrian facilities, channelized turns at intersections, provide pedestrian refuges, and to upgrade four traffic signal installations to accommodate the new pedestrian facilities.
