Principal

Mr. Tarte has 22 years of experience providing services in the consulting engineering field. He has developed and managed projects with municipal, state and federal agencies and private corporations. Mr. Tarte has managed projects in over fifteen states.

Jeffrey Earhart, PE

Principal

Mr. Earhart has 22 years of experience specializing in water resources engineering, including stormwater master planning, stormwater retrofit projects, stormwater utilities, stormwater permitting, potable water, and wastewater. He is an expert in water quantity and water quality modeling.

Mike Crawford, PE

Principal

Mr. Crawford has 22 years of experience in a wide range of transportation planning and traffic engineering projects. He has served as project manager for transportation planning studies, traffic impact studies, conceptual roadway designs, and other studies.

Mike Stalzer, PE

Senior Engineer

Mr. Stalzer has 22 years of experience working with all aspects of plan development and design. Projects include site design, water and wastewater treatment design, and stormwater management including detention basin design, erosion and sediment control design, pump station design.

Susan Woodbury, PE

Senior Environmental Engineer

Ms. Woodbery’s 25 years of experience in stormwater engineering has allowed her to gain unique expert experience in retrofitting parks with stormwater projects. Ms. Woodbery is a certified wetland delineation expert.

Mike Olka, PE

Structural Engineer

Mr. Olka has 12 years of experience as a structural Engineer. His specialties include Bridge Engineer and Project Manager with seven years of experience in the State of Florida. He has experience with a wide range of transportation structures from mast arms to multi-span concrete bridges.

Mary Bates, FRLA

Landscape Architect

Ms. Bates has over 14 years of experience providing landscape architectural services. Ms. Bates has designed and managed a range of projects including parks and recreation, community planning, site planning, healthcare facilities, urban design and streetscapes.

Greg is a construction professional with nearly 30 years of general contracting and project management experience. His skills in overall management accountability and technical expertise in all aspects and phases of construction to ensure profitability and on- time project delivery.

Good projects start with good planning.


The CPWG team has the resources, interdisciplinary background, and most importantly – the vision – to take a project from its earliest thoughts and concepts all the way through to implementation. Our team of planners, engineers, and scientists are engaged in the planning process from the earliest phases through project implementation. Planning is often the “tip of the spear”, is typically a very public process, and is where the public is first exposed to project proposals. Our teams contain experts in developing project proposals and guiding them through public, stakeholder, and regulatory processes to help them move from concept to construction.

Our planning team has experience in taking projects from the regional planning phase and through the corridor planning phase. This includes corridor studies, safety improvements, bicycle and pedestrian plans, and NEPA and environmental documentation involving local, regional, state, and federal agencies. Our experience has ranged from small scale corridor operations improvements to multi-billion dollar roadway and fixed guideway transit projects. We understand the complexities of replacing utility infrastructure that is beyond its useful life expectancy in urban environments and our team has the expertise to control them. The CPWG Utilities Team sets the standard for undergrounding overhead utilities projects along coastal communities. These projects require intense coordination with all the stakeholders to ensure everyone’s interest are addressed during the design and permitting process. Our professionals work closely with each utility company, local, state and federal justification, as well as the public who ultimately benefits the most from these completed projects.

Our team knows utility infrastructure projects require public support and our staff have conducted hundreds of public meetings over hundreds of projects. These meetings range from meetings with a single property owner to hundreds of citizens filling a local city hall auditorium. Our team includes experts in Stormwater Management. Stormwater is a leading cause of water pollution. It runs off solid surfaces and collects pollutants such as oil, pesticides, sediments, bacteria, and other chemicals, and then deposits them into our waterways.  When stormwater is absorbed into the soil, it is filtered and ultimately replenishes aquifers or flows into streams and rivers.Our team uses a Green Infrastructure approach and associated technologies to infiltrate, evapotranspire, capture and reuse stormwater to maintain or restore natural hydrologies.
